Is my younger brother thinking intelligently, considering the state of the world, or is he just an idiot?

My brother constantly tells me he wants to become an illegal arms dealer in some third world country, like Somalia, or one of the African nations. He watches Lord of War way too much, but he tells me it is a necessity, just like food and water, which is also a direct quote from Lord of War. The state of the modern world appears to be engulfed in various conflicts, so I was wondering, on behalf of my brother, if anybody has any genuine information on this 'career path' and how one would go about becoming an arms dealer. Also, I would like to know your opinions on the state of the world, and whether there exists an opportunity to capitalize on the commodity of weapons trading.
