VERY spooky mare! Any suggestions? HELP!!?

I have a ten year old mare who is EXTREMELY spooky! She spooks at the silliest things every time i ride her. Punishing her does nothing positive..and ignoring the spooking is a little bit better...but it still is a major problem. I ride her 6 days a week for at least a half hour and she still continues to be wild. Many people have suggested regumate or other kinds of hormones..but i'm not sure if this is the right answer. Any suggestions on how to solve the problem?
