Why don't I qualify for a pell grant?

I don't understand, I'm literally poor. I am 18 years old, dependant on my parents. My father made 32,000 last year I'm uming that's before taxes, and my mother made 12,000 working part time. They never had a college fund for me. The school told me I did not qualify I don't understand, we severly poor, we live in a one bedroom apartment!! My parents' income combined is a little over 40,000. If i don't qualify, then who the hell does?
